Here is a comparison of all the matte shades from all the four palette. Tarte and Colourpop palettes are pretty close dupes (The lighting is not the same for the swatches so they don’t look very similar). Between Tarte and Urban Decay, the shades in Tarte seem more versatile.
I have the Tartelette, Tartlette in bloom, Magic palette with all shimmers and one matte, and then the pro palette. I would say the Tartlette in bloom is the best out of all 4. My sister who is a newbie at makeup was able to create a look. :) It blends so easily and you can go for a sweet natural look or a more dark look and create smokey eyes.
Re: Urban Decay Naked Heat vs. Tartelette Toasted Palette? I always have better luck blending Urban Decay eyeshadows than I do with Tarte. Tarte's palettes have just always been hit or miss for me (even though I always find the colors beautiful).

And lastly, the new tartelette toasted palette is the perfect warmed toned palette! This value set is perfect to get everything you could ever want all in one!
